For a reason I need to get money into a paypal account and I need to do it without using a bank account or a credit card. Is it possible?

If you mean someone is to send money to you, then yes. Although I would surmise your recieving limit would be pretty darn low. You can check it out yourself.

Its confusing me on its website about that.

If you had set up an account already. When you log in, there should be a box where it tells you your balance. Right above it, there's a link that can lead you to the limits your account have.
Take note as well, that PayPal charges fees and even more so for personal accounts when receiving money.
