I read something about this on the board a few weeks ago. Wasn't it supposed to be their attempt to curtail p2p or something? Well after they implemented that my bittorrent speeds skyrocketed. Before I was lucky if I could get 80 kb/s, but now I'm frequently getting 450+ kb/s. Weird, but whatever it is they did I suppose I should be thankful. :P

They might be prioritizing packets within the network.

Intranetwork traffic doesn't cost them much. Check the IPs of your highest uploaders and see if they're in the same block of IPs as yours.
