My father will be taking a job that requires him to frequently video-conference with people in different countries. What's the kind of bandwidth that one needs for this and what kind of internet connection would be best to achieve this?

I'd suggest a decent cable connection. I use Skype w/my webcam to talk to my dad all the time, and the framerate is usually quite good. Although multiple streams might task that a bit.
