Look more like astrological/alchemical signs. The big zero is remiscent of the zodiac sign for 'Sun'.

Honestly though, if I had $20,000 to burn... I still probably wouldn't buy it.

Well, fortune telling is best viewed as a game too

Roman divination was mostly astrology, augury (taking omens through birdwatching), haruspicy (examination of the organs of sacrificed animals), and the reading of other "natural" omens.
My bet is that the D20 was used in some sort of drinking game.

Or some kind of gambling game, which may or may not (though probably did) involve drinking. We know the Romans had those. For instance, a quote by a certain Gaius Julius Caesar: "Alea iacta est" (The die is cast.)
