Sims 2 question

Can I kill off my neighbours? I've got at least 7 (4 are neighbours, one is a skunk, another a lady giving a membership card to an art studio and a fire fighter) walled off on my property and after almost a week they are still alive. They've been reduced to stinking and soiling themselves but no one is dying. So am I able to kill off my neighbours or am I restricted to killing off my sims?

Build a pool, wait 'til they go in the pool, then remove the ladders, and that's that. Or just put a cow plant near them.
If you want to get them out fast, put a door in the wall and an outdoor grill (the cheap one) over a whole lot of carpets and select the option "grill hot dogs." Then get out when it catches on fire and lock the door.
I'm guessing the 'starvation death' only applies to your sims.

I even have a weather machine and set it to hail but all it did was hurt my sims.
Any way to create lightning and zap the buggers?

Oops, edit.
Well, I think you could use the cheatcode for developer mode: enter the console, type "boolProp testingcheatsenabled true" and then hold shift when you rightclick on them. Then you can make them selectable or just select the "Kill" option. Make sure that you turn 'testing cheats' off before you save otherwise there's a chance it could cause some things to happen with your game, worst-case scenario, it won't load, or it'll crash.

Couldn't you just play as those characters for a while and kill them off that way?

Yeah, you can. Enable testing cheats, then click 'Make selectable.' Then you can point and command them just like any other Sim.
What's really spectacular is if they've got no skills in 'mechanical,' putting a bathtub next to an electronic appliance like a TV or dishwasher, using the testing cheats to make the appliance break down, waiting 'til the water floods, and then telling them to 'repair appliance.'

Why don't you invite them over, then lock them in a room? If nothing else, you get the awesome bonus of having some random person trapped in a room for the rest of their life. What can be better?
Or do the pool thing.

You know, I can see wanting to kill off random Sims who just wander by and poke around like they own the place. I hate them with a passion (alas I have no expansion packs to lock doors and all that).
But the firefighter? He'd leave on his own. Or are you just deliberatly trying to kill random NPC Sims?
Incidently, one of these days I'm going to charm the pants off (literally) the mail lady.
Assuming the game will let me. I can have her in the relationships thingy at least.

The neighbours just wander all over my property outside of my sims house so I walled them off. I've also got one trapped on the roof (I've got a staircase outside) of the house since that neighbour decided to push my female sim around (well she did peeked into that neighbours house with a telescope) so I decided that he needs a permanent time out by walling him.
The firefighter was walled up because I could and I am a sadistic bastard. So far he is still in the house.
I do have a maid service but I haven't trapped her yet since she is of use to me.

The pool, a walled in BBQ with a lot of shrubs, both work quite well. I know that just walling in PCs will work after a loooong time, but I'm not sure about NPCs. My sister managed to do it once, but I don't know if it was a PC or a NPC.

Well you can either:
1. Move your sims to a new neighborhood (preferably one without any other sims in it)
2. Use boolprop to either remove the offending sims from your lot, delete them from the game, or kill them.
3. Download SimPE and delete the offending sims from the neighborhood.
I wholeheartedly encourage making use of both boolprop and SimPE though, it makes creating zombie/ghost/alien/vampire/werewolf/plantsims much easier (re: possible without crazy amounts of tedium) and allows you to edit a sim's personality, skills, conversation preferences, memories, and relationship scores.

Hmm...theoretically, would it be possible to use the in-game cheat/debugging engine to have the mail lady visit your house in an outfit you chose for her?

That's not what I was asking, but okay. I was suggesting you load up their house and just kill them off normally but if you absolutely want to murder a fake guy on your property that's cool too I guess.

The game still generates random Sims to be your "neighbors" even if there's only one house in the whole 'hood.
Apparently, they have nothing better to do than to go over to some random patch of land where the only building for miles is a forbidding castle-looking thing. And knock on the damn door.
Do any of the expansions let you lock the gates? I wall off my property on the mega-mansions/castles I like to build, but Sims just walk right through. It's be cool if I could keep those annoying interlopers out on the sidewalk.

UPDATE: I've released the majority of my prisoners but kept three, (the woman walled up where the front entrance used to be, the aggressive neighbour walled up on the roof and one in the backyard.). I got the neighbour in the backyard to go into the pool I created and then made her unselectable and removed the walls and walled up the pool. Unfortunately after several days and a heavy snowfall, she is still swimming. Might have to make her selectable and then let her drown?
Also the "Kill" option from the boolprop doesn't work. It has two options, a "Give a Death Token" and "Death by Flies", but both do nothing to my victims.

You know, if I ever drove past a place like that I'd be freaking out. Some guy covered in filth on the roof, a couple of mysterious rooms with no entrances and some person swimming in a pool with no way out? Good lord.

Yes, one of the expansions (not sure wich) let's you lock doors, even going so far as to limit wich sims get to go through. Options are: Household Only, Lock for All Sims, Lock for Pets, Only Allow Me (the Sim doing the locking).
I tried a fence with a locked gate to keep people on the sidewalk, and it leads to a pretty cluttered sidewalk... And locking doors won't stop thieves, or the wacky "I dropped by to give you a membership card" sims. It will cause trouble if you invite sims over, though.
Also, the University addon has these Dorm doors, wich an individual Sim can claim and lock, I use them to mark a given room as belonging to a certain Sim, cause it gets on my nerves how they'll go to sleep to the closest bed instead of the room I built for them.

Oh you mean those random people that like, walk by your house and get brought home from work/school? (I don't remember them ever greeting my sims...save for the random losers who're related to expansion stuff like the gypsie lady and the garden club people) Yeah those people can be full of suck, but i think you can just delete all the stupid townies with SimPE (though since there's like, >50 of em that can be more time consuming than you may feel it worth)

I don't remember which one did it (probably either University or Nightlife) but yes, there is an expansion which adds the much needed "lock door" function for all doors. (god it's nice, and weird that it took so long but hey, it took them like, six expansions and a sequel to get weekends and vacations)

If you spawn the "Tombstone of Life and Death" (and make the sims selectable you can use it to kill them.
