Bizarre VPN creating problem

WHenever I try to make a vpn connection, XP says it is created, but it results in a dialup connection that tries to dial the IP address of the vpn connection I just tried to set up.
I have solved this problem before (about 6 months ago), but I cannot remember how, and the internet does not seem yielding.
