Are there any programs that let you crop video?

Specifically I am looking to remove the black bars from the top and bottom so the video displays correctly in full screen on a wide screen monitor. The black "frame" around video drives me nuts when it should be able to fill the screen. Is there anyway to fix this?

Adobe Premiere or any other Viedeo Editing Program. There is a freeware viedeo editing program which is supposed to be pretty good, but i forgot the name.
<edit>Virtual Dub was the name.</edit>

I guess I should have mentioned not wanting to spend a few hundred dollars on Premiere or something equivalent. I will have to check out Virtual Dub though. Thanks.
