I have two monitors setup for my computer, and I've noticed that every time I log back into windows, both monitors flash (blink on and off) twice before resuming normal operation. This occurs solely when I've left my computer idle long enough to need to log on again.

Is there a way to disable this effect, or am I stuck with it?

It's most likely a side effect of switching desktop sessions, and you're probably stuck with it if it is. (It's a switch between the logon session and the one that you're actually running stuff in).
