Looking for portable WiFi device

I'm in the market for a portable WiFi device/media player, and it seems like the iPod Touch is really the only choice that is even remotely economical. It doesn't seem like there are many portable devices that *aren't* smartphones that have WiFi capability. I currently have a pretty cheap phone that has a small monthly bill, and I'm not interested in paying a much higher phone bill each month for a smartphone.

The second gen 8 GB Touch with OS3=199.00.
32 GB Third Gen Touch at Frys=$267.00 ish last I checked.

Are there any other devices in this range (i.e. under $300) that are comparable? I'm looking for something to keep me occupied on public transportation, but I'd really, really like to have that 802.11 capability as well, given how ubiquitous wireless networks are in my neck of the woods.

I'm pretty happy with my Nokia N810, which fits most of your requirements. I haven't tested it's media capabilities beyond music, but I'd do believe it is capable of playing video. In fact, given the amount of FOSS addons for it, I'd be surprised if someone hadn't ported mplayer to it.

The major issue is that it's currently out of production and its successor, the N900, is a smart phone, not a MID. But if you don't mind getting a used one, you can get it fairly cheap.

There's the Zune HD.
