Creating a forum

Subject title says most of it. I, and a few others, are looking at "learning" the Skyrim Dragon language and developing it as necessary.
I found a guy and that guy found another guy, and I'm hoping we can grow out from there. I know that there is some interest in the topic, as I have seen other user-made sites.
The purpose of the fourm is that it should be small and used mostly for mostly discussing the language or perhaps using it. My friend is already running a youtube channel and a facebook page.
Two free web forums have been reccomended to me:
http://www.proboards.com/
and
http://www.hostingphpbb.com/
Is there any difference between the two? Should I use them (I wouldn't mind the ads as long as they are not terribly annoying)?
I have no programming expertise and no money to buy a regularly maintained server (nor do I own a server). However, I expect the traffic to the aforementioned forum to be fairly small.
