Windows 8 License Question

So what exactly is the deal with Windows 8 System Builder Personal Use License? My understanding is that this replaces the old retail license, and unlike the normal OEM license isn't bound to my motherboard, as long as I'm using it for personal use. What I can't seem to find out is are we supposed to agree to this before we install the OS, during, or after? It's been my experience that accepting the license is usually done very early in the install process with Windows and I don't want to agree to the wrong version of the System Builder License. Is there somekind of prompt in the installer for which version of the license we want to use, as the two seem to be distinct licenses not one license with different clauses depending on the user? I'm looking at grabbing a copy while they're still $140 and I can't seem to find this out. There only seems to be confusion regarding what the Windows 8 PULSB is, not how to make use of it.

Update for anyone with a similar question in the future. The software requires you to click to agree to the System Builder license to install it. However, Microsoft quite clearly states on the envelope it comes in that if you are using it for personal use that license doesn't apply to you instead you need to go to the website linked in the OP and agree to the license there. I did it from a another computer before I installed Windows 8, in case there was some kind of verification e-mail with further instructions, but from the looks of it you could just have easily done it post installation.
