Although the Minmatar would like to sign the treaty, we do not see why it should be a hard requirement to be forced on unwilling nations. If the Kokand Empire does not wish to be a part of the United Planets then it should not have to be. It is important for each empire to decide their own fate, we have our reasons for wanting to be a part of this treaty and the Kokand Empire no doubt has reasons for not wanting to be part of the treaty. Either way it is no business of ours to intervene.

The New Roman Empire will not have policy dictated to it by any other nation and it will tolerate no infringements upon it's sovereignty. Any action attempting to force any sort of restriction or policy change upon the New Roman Empire shall be construed as an act of war.

That said, the New Roman Empire is open to individual alliance proposals.

The Floater Republic of Zarathrustra would like to offer the grav-wheel station at the Cluster of Zarathrustra at Earth's L5 as a location for the UP. Since we are truly neutral in the affairs of those who fight over land, resources, and power, we would provide the best hosts for such an endeavor.

Eath Location of this is up for Grabs, though (as posted before in one of the other threads) the UN was moved to Andora, and I would like to suggest a neutral moon colony for the location of this on Earth. The Idea behind the organization is that each planet/nation has its own branch on its planet.


That being said the Idea behind this is that you to agree with this, Monacora does not have any input at the time, except for a proposed policy on privacy, stopping people from entering systems in which they are not welcome, in return for returned privacy.

The Kelia Alliance has nothing to say that his time, other than to second the ban on using nuclear weapons on civillians and would like to extend this to all weapons of mass destruction.

The New Roman Empire rejects all proposals made by the Floater Republic and Monacora. We will not be parley to any sort of United Planets nor we will sign any treaty limiting our defensive options.

You do not have to be parley to anything. Those nations with an interest in the United Planets may join. No soveriegn nation will be forced into anything.

Enjoy your insularism. Your signature is not required on any treaties between civilized nations.

Never the less, I would wager that all nations present will want to write up some sort of Geneva Convention, to limit the usage of genocide weapons in any conflict to come.

Here's my Idea for the UP. Why not have it so, that instead of it being a great big regulatory location, it is more of a gentlemen's club for proposing new treaties which would only affect those who signed them that means that if the NRE doesn't want to sign on to a treaty it doesn't have to. The only necessary agreement that would have to be made when joining is that you would not use Nuclear Weapons against innocent civillians.

Sounds good to me!

By the way, you'll want to expand that part about nuclear weapons. There is little difference between fractional-C kinetic strikes and nuclear bombardment. We will need some sort of legislation about ANY WMD.

Nuclear, or nuclear equivalent. Some weapons could have a high enough yield to rival a nuclear bomb, but not be nuclear.

While all Floater Republics will work to stop the deliberate killing of civilians who ply the spaceways, I would assume that many powers will relish opportunities to destroy enemy factories, colonies, and orbitals- as well as prey on shipping lanes. An all-inclusive ban on killing civilians may awake anger among some star-nations.

The Floater Republics will not take part in any organization which uses force, either physical or enconomic, to force others into compliance. If the UP enforces trade sanctions against nations based merely on their unwillingness to join the UP, then the United Planets can exist without Floater support.

The Minmatar will not support any action to undertake the forceful membership of otherwise unwilling nations to join the UP.
