Although the Minmatar would like to sign the treaty, we do not see why it should be a hard requirement to be forced on unwilling nations. If the Kokand Empire does not wish to be a part of the United Planets then it should not have to be. It is important for each empire to decide their own fate, we have our reasons for wanting to be a part of this treaty and the Kokand Empire no doubt has reasons for not wanting to be part of the treaty. Eath Location of this is up for Grabs, though (as posted before in one of the other threads) the UN was moved to Andora, and I would like to suggest a neutral moon colony for the location of this on Earth. That being said the Idea behind this is that you to agree with this, Monacora does not have any input at the time, except for a proposed policy on privacy, stopping people from entering systems in which they are not welcome, in return for returned privacy.

You do not have to be parley to anything. Those nations with an interest in the United Planets may join. No soveriegn nation will be forced into anything.The New Roman Empire rejects all proposals made by the Floater Republic and Monacora. We will not be parley to any sort of United Planets nor we will sign any treaty limiting our defensive options.

Why not have it so, that instead of it being a great big regulatory location, it is more of a gentlemen's club for proposing new treaties which would only affect those who signed them that means that if the NRE doesn't want to sign on to a treaty it doesn't have to. The only necessary agreement that would have to be made when joining is that you would not use Nuclear Weapons against innocent civillians

While all Floater Republics will work to stop the deliberate killing of civilians who ply the spaceways, I would assume that many powers will relish opportunities to destroy enemy factories, colonies, and orbitals- as well as prey on shipping lanes. An all-inclusive ban on killing civilians may awake anger among some star-nations.How about this, no deliberate killing of civillians, that's it, end of story.

The Floater Republics will not take part in any organization which uses force, either physical or enconomic, to force others into compliance. If the UP enforces trade sanctions against nations based merely on their unwillingness to join the UP, then the United Planets can exist without Floater support.
