I hereby welcome the two great leaders, of the Asgard, and the Kokand Empire, on the PIR's capital planet New Beijing.

The Asgard would propose that if any nation in the pact is attacked, especially with WMDs, the other two should provide direct military assistance and support.

Other powers within known space are now attempting to create a treaty to restrict "weapons of mass destruction" and their employment. The treaty is highly subjective and could thus be easily used against other star nations. It claims to be defensive, yet threatens non-members with reprisals. In fact what it is, is quite clear. It is a dangerous political tool and one, which must be countered.

The Kokand Empire proposes a three way military alliance between our great star nations. Each nation would come to the aid of another if it fell under attack by forces using the treaty as an excuse or by forces using WMD. Unlike the treaty that threatens us, this treaty would call for genuine direct defensive assistance, rather then reprisals at a later date.

We also would like to propose an expansion of this Alliance to include normal defensive arrangements; such a treaty already exists between Kokand and the Asgard.

The PIR favors such a treaty. I was thinking of something along the lines of military aid if a member of our pact is attacked by another power, and neutrality of a pact member attacks any other non-member power.

But of course, however Kokand believes that even in the case of a war of aggression by a member, defensive aid should still be offered in the event of a WMD strike on there worlds.

The ASE, would like to endorse the Kokand Empire's proposal. It is the best possible arrangement for all prospective members.

We will offer the same basing and mutal defense arrangements to the PIR as we offered the Kokand.

What will be the provisions for potential new members?

Free trade would be a bonus, though a seperate issue. The Asgard and Kokand already have such a treaty and the Asgard are signatories to the ITA.

Kokand would be quite willing to extend free trade to the PIR assuming the reverse was done as well, and also seeks confirmation on the G-3 dense metals mining agreement. Rights for Kokand to devolope the mines while cedeing 1/3 of production to the PIR.

As for new members, provided they agreed to the current alliance and where not signatories of the WMD/Anti genocide treaty I believe they would be welcome.

Your paranoid statements are simply not true. The ONLY purpose of the Terra Convention is to stop the usage of WMD s to cause mass murder.

Please, if you have any problems with the current draft of the treaty, outline them. Until an agreement of some sort can be reached, I will suspend the Terra Convention.

The purpose of the Terra Convention was to unite the galaxy on common ground, not cause divisiveness and factionalization.,

Confirmed. The Kokand Empire can start mining immediately and use the existing facilities (though most of them are still battle-damaged) and your workers are protected by the PIR.

The Asgard Star Empire also formally agrees to the terms of the alliance.

It is no rumor. The ASE, PIR and Kokand Empire have entered into a mutual defense and trade pact know as the New Beijing Alliance. The Asgard would like to see the Alliance grow. We will consult our fellow members.

The Kokand Empire is open to the idea of another member, but reserved about it. The webs of alliances and treaties are being too dense for them to matter.

I'm not concerned about wars, it's more the matter that the alliances won't matter because everyone will be allied with both sides. Course Italy did declare war on its self at one point.

Very well, you understand correctly that this pact is defensive to protect the involved star nations if they are attacked. Further more should a involved star nation come under attack via WMD against its civilians we will come to their aid, even if that conflict was started by them. This aid will be immediate and defensive.

There is a very good reason why I've only asked to join the NB Alliance, And only started a very limited treaty organization to prevent a very specific thing.

Indeed it is also the reason why I have few other treaties with other nations.
Anyways, the PIR would like to see the New Bejing Alliance grow.
