Anyway that we can get an Orthanc-esque station established and start getting some fun characters into play? I feel that the ATJ chaplain/diplomat would be kinda funny.

That's why I send some mercenary's to do it, then win the reconstruction contract for my Empires corporations.

The United Planets has already been formed. It is not an alliance- merely a forum for international diplomacy. Currently, it looks like the headquarters of the UP will be in the Mohaim system (neutral system, not Sol, fairly centrally located, (40 LY from Earth) but not TOO central.)
