You have chance to design a space based empire builder. What do you do ?

Me I would go with a Galactic Civ style planetary management system(( hey its simple and works)).For Ship combat I would go with points on a screen to represent your ships and there ships.However you can pause the action and zoom in to see what they look like up closee((ALA BOTF))
I would add a third elemnet ground combat and the cities would have buildings coreesponding to what has been built so far.

I'd use the mo02 system of doing things....with pax graphics...and perhaps a ground element...possibly done first person if you want...would it not be great to have the likes of a quake three or halo(pc) engine tacked on where you can physically storm cities....take outposts and capture spacestations?

Something like maybe a flight engine if you choose to take over a spacecraft in a battle....it could be worked that you were no longer just a player...but an actual character commanding your empire like your officers you could develop with your choice of actions and the like....only alot harder to destroy via spying..(the assumption you as lord god of your empire would surround yourself with spies)

The current tech level of ground troop weaponry would directly reflect what weapons you got to choose from..where the system of running your empire via logistics would be -easy- and not fucking macromanaged. where you actually had control.....would that not be the most kick ass game ever?

Coaan, Battlecruiser Millenium would make you happy. Not really 4x, but you can command a starsip, go to planets, enter the atmosphere, land, get out and go 1st personing and even launch fighters and marines. Fun!
