What rules, feats, abilities, statistics, character classes and such would you put in it?

"More powers then you can possibly imagine."
I'd probably create a vast string of source books to accommodate everyone's pet universes that get thrown around in TGOD's, with the result weighing several tons.

I'd make it Silhouette-based, so you could easily have multiple levels of technology and magic.
There would be no character classes, only archetypes. And it would be good.

As for rules, I'd use the Unknown Armies system: simple, you get all the fancy/absurd skills you want (es. flaming, railgunning, mod powers, etc.), you have to get an obsession and accomodates any setting.
As a setting, something like Amber: there is only one true place (SD.net) that by existing spawns lots of less-real but perfectly tangible places (the STGOD universes, Star Wars/Trek/B5 universes, etc.)

Aberrant rules would be needed for average power level.
Aberrant's Player's Guide would be needed for some...

Sounds about right...

Unisystem or SWD6 rules
SB kiddies have to create a valid
Hybrid character before being allowed to join the game.

Aberrant...I just found that game and needless to say myself and my friends love it. That is SUCH an awesome game. I love it because of it's possiblities and because it basically says "You are God, what do you want to do?"

Seen the Player's Guide yet? It's insane.
Level Seven Power: Universe Creation. Description: Yes. Really.

Well if you want to write in any horde of mostly harmless pests which might eventually annoy you because they keep coming, the "I've beaten Wong in debating, but I've got absolutely zero proof that I've made even a single semi-valid nit-pick" morons seem to fit the description.

I'd use Blades and Barmaids (surprise!). Not just because I'm partial to it but because it's the easier to add new content to it than any other system I have personal experience with, and holy shit would there have to be a lot of new content

Base it off Amber Diceless and work from there. I can imagine how SDnet would react to the attribute auctions etc...
