CD and CDRW DVD/RW drives

I have two computers, the one I'm using now has a DVDRW/CDRW combo drive and my older one has a CD/DVD combo drive, I have roxio easy CD creator on this one and I was trying to set up a disk CD-R disk as a data disk, is there more than one way to put data on the disk, either burn it on, or put in or as data like a floppy disk, guessing not because every attempt to put some pictures from the other computer (drag and drop) onto the disk has failed.
Anyway I have a USB serial cable is there any program that comes with windows 98 I could use to transfer to the folder with the files in it to this one with XP? I used PC relocator to migrate all my programs (ones that it let me) to this one, couldn't transfer the particular folder and MIRC downloads one, because I think it only does whole programs, and I already had an existing version of MIRC on this computer.

There are methods to do "drag and drop" onto CDRW, but not all drives support it. The standard is called "Mt. Ranier." Windows XP lets you do drag-and-drop with older drives, but is inefficient.
