RAM Troubles.

I'm having difficulties with my RAM. It seems that on average I only have less than 10% free RAM available. I ran Norton and came up clean. I only have windows and Norton running. But even without Norton I still have the same level of free RAM. When I check through system properties it says that I have 86% free RAM while after running two different programs to examine my computer says other wise. What's wrong? When I try to free up more RAM memory it'll just go back down at around 10%.

WHAT GIVES????

Windows uses as much physical RAM as possible to for disk cache. This is normal. When you start using programs it swaps out the cache.
