Tracert maps the way ttcp/ip packets takes from your computer to the destination.

No. You put in the URL or IP address of some other server. It will then attempt to contact it, listing the various routers it must go through on the way.
Let's take Faram's example:
The first line (1) refers to his computer, in this case using a private class C IP address. The second line shows his home router and the name assigned to his UIP. The thirdl ine shows his ISP's router; lines 4-11 show the route data must take to reach Mike's webserver.

If someone is asking you to perform a tracert because you've lost your connection, they're trying to diagnose where the problem is. Depending on where it gives time-out errors one can figure out what's the problem.
For example, if there's a timeout somewhere in a middle of similar-looking addresses, a router is probably down somewhere. If it manages to get close to the target, then the server might be down. If it times out near the beginning, your ISP may be having connection issues.
