Google PR rating?

Ok, so for my job, someone wants to do a link exchange under the conditions the site has a "google PR of at least 4." What the frell does that mean?

The Google Toolbar has a sort of rating meter that rates sites on a scale of importance between 1 and 10. Maybe that?

I read it off the Google toolbar. SD.net main page has a 6/10. Not bad.

Ok.. so where is this toolbar (I use Opera) and how do I check the PR rating..?

I don't think it'll work with Opera. It automatically installs with IE, I believe. You can get it here.
