Ok, I can't remember the name of the game, but it's an old one. In the game, you control a fort with a cannon (as did the computer or another player) and you have you to select the elevation of the cannon and the amount of power you want to put into each shot. The objective of the game is to destroy the enemy fort before they can destroy you.

There's an old C64 game called "Artillary Duel". It was IMO the best incarnation of that game. The "william tell" song that they play in the sheepdog vs wolf while the mountains and trees and skies get drawn with birds chirping, to be cut off with a "dum dum DUM!" sound when the two forts appear is hilarious
