Is there a way to put a shortcut on the desktop that changes your desktop resolution to a certain size and monitor refresh rate instantly?

Not to my knowledge. Most drivers let you put in a system tray applet with presets, though.

Write a program to do it?

No, there isn't. You either have the choice of going into your desktop's properties or using the software that comes with your drivers to do it.

Right click desktop > Display Modes > [color option] > [resolution]
Other than that I can't help you. (I hope I'm being of some help here)
