Basically it allegedly makes GTK apps use QT widgets- in effect allowing GTK apps to use all KDE themes. I don't use KDE anymore though (too slow, and I had to switch when NPTL segfaulted all QT/KDE apps (now fixed, but too difficult to switch back, and it's easier to retain a one-toolkit desktop when using Gnome, since many critical apps are GTK based (such as Gimp/Galeon (I despise KHTML), Gaim, etc).

On Linux desktops, you basically have two competing major theming systems. The first is GTK+ (Gimp ToolKit) which is very open. The second is Qt, which started off as a proprietary widget system and was later re-licensed for open source use.
GTK+ is used by GNOME and most of the other window manager systems for *nix. Qt is only used by the K Desktop Environment AFAIK.
I've personally grown to favor GTK+ myself, mainly because I don't have to use KDE to use it.
