They should make it extra bad just to spite Christopher Byron.

Why would it be GTA IV? Wouldn't Vice City by the fourth installment if it was after GTA III?
Anyway, I'd like to see the current 24-minute day the past two games had replaced with a day/night system based on the actual time of day (If you play it in the morning, it will be morning in the game, and so on), and things around the city would be different depending on the time of day. That might add more dimension to the game.

It would also add annoyance, since many people can only play at specific times, like at night after work.
As for the GTA IV, I think Vice City was a bit of an 'add on' and not intended to be a direct sequel. Or perhaps the new one will represent a new engine or a departure of sorts from the format.

If we're counting "expansions", then this will actually be GTA6... remember the London expansion for the original?

The theory is that GTA IV will be made for the next generation of consoles and will naturally be improved in many characteristics. I was really hoping for San Andreas to win the duel, because Vegas is too pigeonholed--and anyway it's not a very big town.

It's good its not big. They wont depict a multi-milion city in a realistic way, they'd have to turn the scale down and make...a mini city. Just like they did in every GTA.
If they will base the game on a small town...then we can expect it to be a bit more real...not so small.

The problem is that Vegas is a freakish tourist trap of a city. It's got precisely two zones: The place where they put all the casinos, and the residential districts. Not a lot of variety.

Right at the bottom of the article linked in the original post:
Update: Even the trusty IGN editors and Amazon can fall for a hoax, and that's precisely what this is. The Sin City title came from an April Fool's joke on another website. And to totally debunk the rumour, Rockstar confirmed that the Amazon listing was a load of twaddle.
Emphasis mine.

The next one is probably going to be called GTA: San Andreas. A number of sites put to that, plus R* have registered the GTA:SA trademark and website.

If they go with San Andreas, that would stay true to the trend they started with Vice City (revisiting the cities used in the original game). I'd love a Vegas-based game eventually, however. Not EXACTLY like Vegas, no... bigger and better, of course. Just like how Vice City wasn't exactly like Miami..
Besides, Sin City would allow them to put a Hunter S. Thompson and Dr. Gonzo reference, which would just be fuckin' SWEET...

Something I forgot to mention.
Yeah, I'd really like a GTA set in Vegas, possibly in the 1970s, and having more than a few references to Casino, like Vice City was with Scarface.

1970s Las Vegas- that'd be interesting, but the guns and cars would suck. I'd prefer 1990s or current decade Las Vegas-ish sort of place.
They also need to continue what they did with Vice City: excellent voice actors, a cool main character, and a sweet plot. I wouldn't be adverse to see Ray Liotta used again, he was fucking perfect. Though Al Pacino wouldn't be bad!

I read on Gamespot the other day that GTA: Sin City, GTA: Tokyo and a few other names have also been registered.
