We'll be using the old system that TheCreech came up with... Unless he objects :P

I'll be formatting it a little to make it easier to read.

Powers

1 pt - Long Jump - Can jump up to 3 miles in one jump.
1 pt - Heightened Senses - Sight, hearing, smells, and touch. (Daredevil, Wolverine)
1 pt - Super Agility, Jumping, Speed, Stamina, and Durability - Far better than the best human athlete. (Beast)
1 pt - Photo Reflexes - Can imitate any move seen, can predict enemies moves. (Taskmaster)
1 pt - X-Ray Vision (Superman)
1 pt - Marksman Master. (Green Arrow, Bullseye)
1 pt - Close Combat Master. (Batman, Wolverine, Capt. America)
1 pt - Stealth - Can sneak by enemies undetected with ease. (Batman, Wolverine)
1 pt - Wealth - Character is wealthy.
1 pt - Equipment - Guns, cars, hi tech computers, shops, etc.
1 pt - Harden skin - Character is able to make skin as hard a steel or rock for short periods of time. This power is like a toughness, only very limited.

2 pts - Chi Control - Also gives ability to destroy solid objects with bare hands with no injury, bigger the object more focus is needed. (Grail, Iron Fist)
2 pts - Invisibility (Temporary) - Can be invisible for an hour.
2 pts - Healing Factor - Can heal fatal wounds within a day.
2 pts - Shapeshifting. (Mystique)
2 pts - Demolition Master. (Claymore)
2 pts - Hand Mutation - Hands are a silver like substance which hero can morph into cutting blades, or even use to mimic smalls things like keys to open doors. (Ripclaw)
2 pts - Sonic Scream. (Banshee)
2 pts - Resistance to Telepathy - Hero has created a helmet or has trained mind so that telepathy penetration is minimal.
2 pts - Resistance to Magic - Hero body and mind are resistance to the affects of magic. Even enchantments will not work to their full potential
2 pts - Probability Manipulation Level 1 - Able to affect small odds to be more in your favor. (Domino)
2 pts - Bad Luck level 1 - You can cause minor bad luck on foes. (Black Cat)
2 pts - Barrier - Character can create a small force field around him/her or place force field in an area around self to block traffic, bullets, energy blasts for a short time.

3 pts - Flight - Top speed at around 65 mph.
3 pts - Super Senses - Precog, reaction time. (Spiderman)
3 pts - Phasing - Can pass through walls. Can use at the same time with other powers. (Shadowcat)
3 pts – Super Healing Factor - Can heal fatal wounds within hours.
3 pts - Telekensis - Can move objects with mind only. No Vader chokes. (Jean Grey)
3 pts - Powerthieft - Can steal hero powers for a short time on skin to skin contact. May take one power from victim. (Rogue)
3 pts - Master Craftsman. (Forge, Steel)
3 pts - Blades, claws, fangs, swords, etc that can cut through anything. (Silver samurai, Wolverine)
3 pts - Teleportation - Can teleport short distances.
3 pts - Low Level Energy Manipulator - Can manipulate small electrical and energy fields giving hero abilities like barrier and telekensis for a short time. Can use electrical fields to shut down anything electrical. Low energy attacks.
3 pts - Low Level Telepath - Can read minds, cause limited sickness, and use mind stun blasts. (Jean Grey)
3 pts - Low Level Magic user - Can create barriers and small illusions for a short time. Low energy range attacks.
3 pts - Plasticity. (Plastic man, Richard Reeds)
3 pts - Fight Strength Increase - Longer a fight lasts the stronger hero becomes. (Hulk)
3 pts - Mass Increase/Decrease - Can shrink self down an inch high or make self as big as a 4 story building. (Maul, Apocalypse)
3 pts - Energy Absorb - If character is hit with some sort of energy blast then he/she can absorb that energy and fire it back. Character is still get hurt a little bit by original hit. (Bishop)
3 pts - Probability Manipulation Level 2 - Able to completely screw with the laws of probability, requires concentration so character cannot multi-task powers.
3 pts - Bad Luck Level 2 - Incredible bad luck on any foe you use this power on. Last only as long as hero's focus isn't broken, characters cannot multi-task with other powers. (Scarlet Witch)
3 pts - Master Hacker - Can computer hack into almost any system with very little trouble.
3 pts – Toughness - Is unhurt by small arms fire.
3 pts - Lasting Invisibility - Can be invisible for up to 3 hours.

4 pts - Rapid Regeneration - Can heal fatal wounds within minutes.
4 pts - Invunerablity - Can be shot by heavy arms fire and missile weaponry and not be hurt. (Hulk)
4 pts - Protective Armor - This give its wearer, limited flight, toughness, low energy range attacks, barrier, marksmanship, and super strength. (Ability to lift 5 tons)

5 pts - Impervious - Can be shot by heavy arms fire, missile, and can barely survive nuke attacks. (Superman)
5 pts - Medium Energy Manipulator - Can manipulate large electrical and energy fields giving hero abilities like barrier and telekensis for a short time. Can use electrical fields to shut down anything electrical. Can also manipulate small gravity fields medium energy attacks.
5 pts Medium Level Magic User - Create barrier and illusions for a long period of time. Can enhance speed, strength of self or others. Can teleport self and others. Mid energy range attacks.
5 pts - Medium Level Telepath - Read minds, cause sickness, mind stun blasts, limited mind control, can cause hallucinations, and sense people from a short range.
5 pts - Symbiote - Living creature that gives a minor increase to strength, durability, agility, stamina, and senses. Ability to have clothes change at any time, gives you dual personality and limited toughness and symbiote can be used as a weapon like Carnage: Turn it into stabbing weapons or shot shards. (Venom)

6 pts - Advanced Armor - This gives its wearer prolonged flight, toughness, medium energy range attacks, barrier, marksmanship, and super strength. (Ability to lift 10 tons)

8 pts - Super Armor - This gives its wearer permanent flight, toughness, and high energy attacks. Wearer also gets prolonged barrier, marksmanship, and super strength. (Ability to lift 15 tons)

9 pts - High Level Magic User - Can cause mass illusions and barriers. Can enhance self or others in speed, strength, toughness. High level range attacks. Can teleport self and others. (Dr. Strange)
9 pts - High Energy Manipulator - can manipulate mass electrical and energy fields giving hero abilities like barrier and telekensis for a long time. Can use electrical fields to shut down anything electrical at long range. Can effect large gravity fields also. High energy attacks. (Magneto)
9 pts High Level Telepath (Prof. X) - Read minds, stun blasts, cause sickness, mind control, and can cause mass hallucinations. Astral projection, can sense people from a large distance away.

X pt(s) - Conduct/Fire/Ice/Energy - You can add 1 pt extra to make the power even stronger. (Cyclops, Havok, Captain Atom)
X pts - Minons - Hero/Villain is head of corporation that allows him/her to call on lackeys for help. For first 2 pts spent you get a handful of lackeys, if you spend four points you give a gang of lackeys and for 6 points you get at corporation and a hundreds of lackeys.
X pt - Super Speed - For every point to spend on super speed, add 200mph.
X pt - Super Strength - For every point to spend on super strength, add 10 tons of strength.

Weaknesses

You can minus points off of your tally if you are willing to give your character one or more of the following weaknesses. You must explain how weakness works for your hero/villian. You can only take up a maximum of -4 points for weaknesses.

-1 pt - One power at a time - Cannot multi-task powers. No more than one power used simultaneously.
-1 pt - Fear - Character has a serious phobia that affects his/her life. Once fear takes place character is paralyzed for a
short time.
-1 pt - Undisciplined - Hero is unable to control a power properly or is a novice at certain skills resulting in injury of
self and/or friends or failures in missions.
-1 pt - Codependence - Hero has some sort of codependence on a drug/habit/addiction that must be dealt with on a regular
basis. (Blade's The Thirst)
-1 pt - Sidekick or Co-dependent party - Hero is stuck with a sidekick that is constantly getting in way or is responsible
for a small child, etc that must be taken care of at all times.
-1 pt - Battle Rage - If character is angered too much hero can go into an uncontrollable fury but would probably result in
attacking innocent people, friends, foes, what ever gets in way. This will cancel all other powers character has except
physcial attributes.
-1 pt - Only When - Character can only use powers when a certain something happens. For example, hero can only lift 100 tons at
night because moon is source of powers. (Moonknight)
-1 pt - Weakness - Character is especially vulnerable to some object (Superman and Kryptonite, etc)
-2 pts - Finite Energy - Powers drain very easily, prolonged use will result in hero blacking out. Strain beginnings after a few powers are used.
-2 pt - Cripple - Character is on some sort of life support or is with out the function of a major body part that cannot be
replaced that hinders performance. What ever the life support is it most be exposed to danger.
-2 pt - Darkside/Lightside - hero/villain has a spilt personality that tries to take over and do the opposite of what said
person wants. This weakness makes it hard for all powers to be used fully.

PRID: Wealthy, Equipment.
Apparitions: Invisibility (Temporary).
Star's Signal Cult: Resistance to Telepathy.
Shadowy Group Yet To Be Revealed: Low Level Telepath.
Independent: One extra point.

I realize the shadow group's power is worth 3 points, but resistance to telepathy balances that out a little... Independences only get one extra point, since that offers a lot more flexibility. If you decide to change factions in the middle, then you still retain your former attributes.

Each character is allowed 11 points total. Forgot to mention that, sorry.

Another Edit: Added faction strengths. You guys want might to make modifications.

Photo Reflexes-1 point (he can learn really fast, and predict his opponents moves)
Heightened senses-1 point(all of them, including a few that most humanoids dont have)

Quirks: Fishboy is one crazy motherfucker. He has severe ADHD and it is not capable of being medicated. ANd he has two massive flaws, an addiction to raw, living fish. He must have it! To hear their bones snap as he slurps them down still moving into the churning pit of his stomach.... you get the idea

His other one... His gills... he suffers from Obsessive Compulsive Disorder, and all his ticks revolve around his gills. He has a specially designed comb for making his gills ice and pretty(even though they are covered by flaps of hardened skin and bony plates) his gills must be kept moist, and he carries around a squirtbottle for that purpose. And his gills must be germ free, ad his squirbottle has an alternating sequence of anti-biotics to prevent them deveoping a resistance. The urge to take care of his gills could hit at any moment, and is often triggered by blood, or a bit of hair getting in them. Naturally this can be a probem in combat. Should this happen, he must flush his gills with water, clean out any offending speck of dust, and then cleanse any germs that could possibly have gotten into the gills.... All the while trying to defend himself in combat...

He stands about 4 feet tall and is about 100 lbs, all muscle. He is freakishly fast, moves like a slimey skined monkey, and has razor sharp claws and several rows of razor sharp teeth. His et are long and the toes are spread out, and webed. His fingers have an extra joint and are also webbed. He doesnt have a nose to speak of, but rather, a short muzzle with nostrils that are capable of opening and closing.

His skin is aqua colored, and covered in shark like denticles that make grappeling with him a real pain in the ass. He also has a lateral line organ that allows him to feel pressure in air and water, and uses echolocation in addition to normal senses(and all of those are enhanced far beyond a normal humans)

On top of all this, his mind is as sharp as a tack and he is a powerful spell caster and has blackbelts in just abut every martial art in existence. Not something you want to meet in a dark alley(or swimming in herring in your canary) luckily, he is a nice enough guy, so long as you dont try and snag him in a net or fishing line.

Prof. Lynksis doesnt have much of a past. He is the product of a government research project gone wrong. Originally designed as a super-soldier, he didnt really like that idea and used his unexpected spell casting abilities to escape. The military hunted him for a while and then gave up. He then acquired US citizenship via spells and the mail, and enrolled in a communtiy college, from there he transered to UCSC and did extensive coursework in marine biology(dont ask how he avoided notice) eventually, no one cared that he wasnt human, he did a damn good job(and didnt even need SCUBA equipment or boats for instance) he worked in research for a while, as he is able to withstand the pressure of the deep sea. ANd was also the first to see a giant squid alive(and he photographed it... then decided it looked tasty... the other biologists were a bit shocked to see a tentacle in his mouth when he resurfaced) Now he is a professor of Marine biology at UCSC and has access to all the fish markets in the area.

He is also fluent in a few languages. German, Russian, Mandarin, Japanese, and Spanish. These he was taught during his early years, though in Univerity, he also learned latin, and found that he could communicate with dolphins oddly enough... And they are even smarter than we thought.

The Prof. doesnt live in a house, but rather, a large salt-water tank inside the house. Sure he has a small living room with the usual luxuries, a TV set, a nice computer, and he can entertain guests... but the main portion of his house is fiberglass filled with water, fish, and kelp.

Backround

Nick Northwind originally lived on a parallel Earth serving as a "professional hunter", a highly esteemed job limited to a handful of people. Due to some temporal anomaly caused by a "Greed Island" video game he was transported to the current Earth.

While finding his way home he took up a living as a bounty hunter. Before the beginning of the story he was hired by PRID agent Donna Drake(due to reasons yet to be revealed) to help hunt down the apparitions, as well as Star's Signal Cult members.

Nick Northwind is 1.75m tall with a slim build and unimpressive look. Yellow skin and black hair make him seem like from eastern Asia. He usually wears a black military esque jacket. Nick is 25 years old.

Agent Drake is PRID's liason to Nick. Nick reports to her and she reports to PRID. Drake is a raven haired highly attractive woman with striking resemblance to Nanako Matsushima, she is the last person you'd think to be in an organization like PRID. Her reasons of being a PRID agent as well as how a loner like Nick let Drake follow him on hunting missions is unknown.

Explanation of Powers
Besides physical performance and combat abilities, as being a hunter, Nick is trained with "Nen" which gives him full control of his Chi. With combination of "Nen" powers Nick could also create barriers, highten his senses and become very stealthy.

As being a "Release" class Nen user Nick took advantage of this class by creating a "Sonic Scream" power, which could be used in a radius of 100 meters, the effects range from annoying people to shattering 12 inch steel plates.

Agent Drake has no superpowers, though she is good on using all kinds of guns. By using Nen powers Nick could transfer his abilities to Drake, but this also means that Nick loses those powers.

Marcus is an immensly twisted individual who fights for nothing but the pure amusement of the kill, in fact he enjoys it so much that he has actually become addicted to the experiance. No one knows what brought around this great change in him, and any that ask him about it soon find themselves on his ever increasing list of kills. Marcus is a sadist in every sense of the word and more often then not tortures his victims for a long time before he finally kills them. As such he looks forward to the upcoming apperations as more things to kill, and hopes they may prove to be worth his time.

Marcus wears a black trenchcoat, and his normal attire varies. Marcus stands 5' 10" with medium length black hair. Beneath his trenchcoat lies two katanas which he uses when getting close, and with his mastery over close combat few can manage to keep up with him. Ever since he gained his powers his immense energy blast which can easily blast through most anything that gets in it's way, short of a hero with invunerability, and even then the superhero will come out of the blast hurting a lot. And with his expert marksmanship he rarely misses his target.

The PRID sent two groups of agents to try to convince Marcus to join their ranks, after the second group failed to come back they stopped trying to recruit him. After this PRID decided that Marcus was more of a threat than maybe the Apperations and have put him on their wanted list.

Sean Thompson was a Archeology Gradstudent at Yale who, one fine All-Hollows eve, was staying up late cataloging Celtic artifacts. After touching a Statue of the Celtic God Nuada, a conflagaration erupted and consumed the building, and him as well.

The next day he was pulled out of the Rubble, half-mad. He was put in a mental ward at the University Hospital. There he remained for three years, until the fourth anniversary of the accident.

Now, stylizing himself the Avatar of Nuada (or simply "Nuada") he wanders the Eastern Highways, fighting the apparettions, which he believes are the forebringers of the Fomorians. He was last seen in New Orleans in 2011, when the "Axeman" went on a Killing spree. For 8 months there were horrific, unsolvable murders by axe-hacking on a nearly bi-weekly basis. One evening Nuada caught the Axeman exiting a House, and a battle ensued. The Axeman turned out to be a Mad Apparation from Hell, and his "axe" as more than able to pierce the normally impervious skin of Nuada. After a street battle that lasted for an hour, the Axeman fell, and Nuada was thrust back into the spotlight. Many thought him a hero, but even more couldn't help notcice that the flames he controlled were Yellow-Green, and had a Hellish quality all their own...

You mention level 1 Probability control. What's the cost for more powerful control?

Of course, when you're this lucky, some people will try and change your luck. A maniac with a gun tried to hold Malkamar prisoner and gain his millions while he was at a hotel, once. A freak chance of luck later, and the man was killed by a sudden Volvo impacting with his body. This would not be so freakish if it wasn't for the fact he was in the penthouse, on the top of a skyscraper at the time.

Note: Impervious manifests as lucky phenomenon keeping him from getting hit, not actual Supes-level resilience.

Harry Talbot is the son of one Lawrence Talbot, whose name should be familiar to movie buffs. Harry was orphaned at a young age when his father died protecting him from a werewolf. However, it seems that the monster that killed Harry's father survived, for it has been dogging him ever since. It has slain every foster family and guardian he has ever been placed into, along with bosses, neighbors, and homicide cops. Yet for some unfathomable reason it has not made any attempt on Harry himself. Johnathon believes that some mystical force is protecting him, and that it is his destiny to avenge his father by destroying the wolf once and for all.

I guess you could be upper middle class, but anything more than that would require the wealth attribute.

Age: Unknown, certainly hundreds of Earth-years

Homeworld: (pronounced in simplest possible human terms) Zyfuaghastylotomasertjaffillmnew

He has pale, drawn skin, stretched tight over his vaguely human frame, he is lithe and agile, posessing only four fingers on each hand. About 6 1/2 feet tall, he easily stands out in a crowd. Typically clad in a trenchcoat and large-brimmed hat. especially during the day, as the sun's rays quickly burn him, causing intense pain and effectively poisoning him due to the rays breaking down certain elements in his body into toxins. (Effectively a severe hangover. lethargy, weakness, vomiting, etc.) His eyes are completely black and lidless, but become a cloudy grey when affected by the sun, indicating the severity of his sickness.

K'Thar was banished from his homeworld for having never sworn alligence to his planet's ruling party. Going so far as to denounce it in public, he urged his people to rebel. He was quietly abducted from his house at night, given a ship with a small amount of fuel and rations for three years, sedated and blasted into space. When he came to, having had no training ever in navigating a spacecraft, he began to slowly learn the systems. First, he shut down everything but life support, then learned the various systems of the spaceship on a very rudimentary level. eventually, he figured out where he was and which direction he was going. He did not have enough fuel at the time to make it back home, so he plotted a course for the nearest system that appeared habitable.

Guess where he landed?

Upon landing on earth, K'thar found he had very unusual abilities. He immediately began to learn everything he could about the planet he landed on, observing people, where they went and the things they did. Always careful to stay out of sight, he subsisted mainly on what he could find in dumpsters and left sitting around by people. eventually, he befriended a bum named Frank Harland. The two were inseperable. Frank was mesmerized by his friend's powers, which seemed to grow over time, and K'thar found the human to be most enjoyable, even illiciting what could be described as laughter.

eventually, Frank revealed to K'thar that he had robbed a bank and that's why he lived as he does. the money was hidden where it could never be found by anyone but frank. The two concocted a plan.

K'thar's superior intellect combined with Frank's ability to worm his way out of any situation seemed the perfect combination. To make a long story short, frank invested the money, while K'thar made the business models, knowing he would never be accepted here on earth, he ran things, using Frank like a puppet. Eventually, they started Har-Thar Inc. (Nobody knows why the company has such a name) a hi-tech R&D corporation. it's worlwide revenus total in the billions. Eventually, Frank got savvy enough to run things himself. and K'thar lives a peaceful life in one of several mansions across the world, with a near-limitless supply of money, the overriding goal of his corporation: The study of, and venturing into, outer space.

All K'thar really wants-is to go home.


K'thar's powers:

-1pt- codependence- severely affected by the sun. Long, direct exposure will certainly result in blood poisoning and death. Sunscreen helps to negate the effects, as do clothes, but not fully. maximum exposure to the sun, fully clothed, will be 2-3 hours at most, with one hour out of the sun to recouperate

2pt- Healing Factor
10pt.- VERY High Energy Manipulator

this looks like it might be fun, though i tend to be used to roleplay with a bit more rules. is there anything more available clarifying the system that was described in the post at top? mainly as to how ability distribution is handled?

In his spare time, he's a master thief, stealing more for fun than for real need, and sometimes assassin. His special powers came in handy, and while the rumors persist, no one ever had proof of his other activities.

Background

Yvel Silar was originally associated with the PRID where his various talents and resistance to mental and magical assault made him a valuable asset. His time during the PRID was enjoyable but he quickly became disenchanted with the chain of command and the inherent flaws he saw with it. He eventually left the PRID and became a neutral player in the scheme of things.

Currently Yvel follows his own principles and ideology in the picking and choosing of his targets. He sees himself as a public servant of sorts, removing threats both real and imagined. The PRID has several times tried to once again draw him back into the fold, with little success. Yvel is quite aware of PRID operating procedures and in some cases, helped develop some of those procedures. As such, the PRID has had a difficult time tracking him down and worst of all, taking him down.

Personality


Yvel has a stable personality and is generally quiet and subdued. His time as a member of the PRID opened his mind up to the supernatural and he is quiet tolerant of other ideologies and belief systems. While Yvel is not religious, he does believe in the concept of an eye for an eye. Perhaps the most obvious trait that Yvel possesses is that of thoroughness.

Abilities

His abilities are nothing truly extraordinary and this is perhaps part of the reason why he is relatively easy to ignore or be missed through the cracks. Yvel possesses heightened senses and above normal agility but these abilities pale in comparison to those that can take missiles without worry or can see the future. Perhaps the most appealing gifts that he possesses are a supremely trained mind, making telepathic overtures or attacks on him difficult to succeed and his body apparent ability to twist magic around him. In his years in the PRID many commented that his abilities made him into the ideal soldier. Something that his hand to hand abilities and marksmanship prowess only cements.

Ian has a shadowy past. He seeks revenge against those that put him into his power suit/ life support system
Abilities: His suit draws power from the dimension in which it's stored when not in use as does his life support. He has powerful rist mounted cannons on each arm and access to weapons of incredibly high power hidden in various armored bunkers throughout the city. The suit changes color and pattern to try and match the enviroment as well as anr and general sound damening. In a dark place on stable ground, he might as well be invisible.
His armor is stored in interdimensional space via his back pack (when not in use) which also acts as life support. Due to the complex workings of his life support system as well as the nature of the armor storage system, the back pack remains exposed and relatively lightly armored. He will die in a short period without his back pack. With his armor and his own skills virtually no computer's contents can remain hidden from him.

1 pt - Stealth - Armor provides advanced stealth features such as noise reduction and active camoflauge
1 pt - Equipment - Has access to various heavy arms caches and vehicles stashed around the city.
3 pts - Master Hacker -(both via his own skill and the armors sophisticated hacking systems)
8 pts - Super Armor - High powered armor with built in guns. It is stored in an alternate dimension till summoned via a small back pack.
-2 pt - Cripple - The back pack is also a life support system. A few componets cannot be covered by the armor or he Ian dies.

Unusual features: Ragam is a very unusual looking creature. He walks on 2 legs just like any human but has hair covering his body from head to toe. He look just like a silverback gorilla and He has a massive frame, normally he stands 6'5 and weights about 300 lbs. When Ragam increases his mass it also changes his apperance. The bigger he grows the more twisted and dangerous he becomes. Horns grow out of his forhead and back along with the claws on his hands. He grows long elephant like tusk fangs and a spiked Prehensil tail his largest form. The smaller he grows the more cute and innocent his appearence becomes. At his smallest size he looks like a spidermonkey.

Personality: He just wants to be alone and just wants some Fucking Peace and Quiet

Hank serves the RPID loyally, he and his gang of merry men are well trained and are often sent to deal with apparitions. Due to their high skill they are given some degree of autonomy, but not an over-much degree. Their most used purpose, however, is as a clean-up crew getting rid of bad aliens that the PRID missed on the way in. Other then that they get to do pretty much as they want, as long as they don't interfere with PRID paths, or are illegal.
