Bandwidth Limiting by Port

Does anyone know any free software that will allow me to limit how much bandwidth each port an application opens will get?

Example:

Application X (Each port set individually)

Port 13343 - Limited to 1kB/s
Port 23423 - Limited to 2kB/s

Application Y (Global setting for all ports it opens):

Each port gets 1kB/s

I used to use DiamondCS Port Explorer, which did all this perfectly, but my trial version has expired, and I can't reinstall it (even after messing in the registry etc). I can't afford to buy it just now, and no "alternative" way of getting it exists.

Anyone know any other similar software? Don't recommend Netlimiter, it causes more problems than it solves.

Try using the keywords "bandwidth" and "throttle". No idea if such software exists, but if it does those words are probably in it.

Done that. Problem is that it brings up so many "Limit Bandwidth in Kazza" sites and the like. I managed to find the program I used before through luck.

Pity I don't use Linux anymore.

Or buy port explorer, it's only us$30

Diamond Software makes truly asskicking programs I have bought TDS-3 and Cryptosuite from them.

I plan to buy it, just can't afford it just now
