Just completed the Bonus Orc Campaign in Frozen Throne and it says that the next levels will be available to download. CHecked the official site and i can't find sight or sound of them. Are they out yet?

They're out. Just patch WC3:TFT to the latest version and they'll be patched in along with the rest. They came with the 1.13 patch. The newest is 1.14b.
- Acts II & III, the conclusion acts to the bonus Orc campaign contained in
The Frozen Throne, are included in this patch. To play these levels, you
can simply click the "Chapter Two - Old Hatreds" link from the Bonus Campaign
screen. If you have completed Act I, your Heroes will carry over to Act II.
Otherwise, your Heroes will be default-level Heroes with basic starting items.

I thought that Warcraft 3 was an RTS-RPG as it was already. I mean, the distinct impression I got from playing it was that it was squad-based Diablo Lite.

It has some of that, but it still has base building and resource/unit management. The Orc Campaigns focus on a much smaller band of travellers that never get saddled with a base and is very similar to Diablo.
Personally, I think they were just trying to show the world what their original concept for Warcraft III was before they overhauled it.

Okay, fair enough, so it's basically a commando campaign, on top of being a RTS-RPG hybrid. It's just doing away with more of the RTS elements then.

Didn't they overhaul it twice or something?
In any event, with all the attention they're giving the orcs (prelude campaign in main game, bonus campaign in expansion), I can't help but think it's compensation for their vaporware adventure game they were going to base around Thrall's life.

Exactly.

Yes, but the original builds of Warcraft III were very RPG-ish before they decided to scrap that and go with a more traditional RTS with RPG elements.

That and the fact that they wanted to setup the storyline of Worlds of Warcraft. Much of the storyline of the bonus campaign revolvs around the founding or Durotar and the trials the Orcs go through in Kalimdor.
