Radeon 9700 Pro garbled screen

So I received my Radeon that I talked about a couple weeks ago, but all I get is a garbled screen when it boots up. I plugged it into my roomate's computer and it worked fine. I of course remembered to connect the external power supply. I also flashed the motherboard BIOS, and that didn't help either. Configuration is as follows:

CPU: Athlon XP 1900+
Motherboard: Soyo K7V Dragon Plus!
Memory: 512 MB Corsair XMS PC2700 2-2-2-5

I don't think anything other than the motherboard is relevant, but I listed it just in case. Anyway, I think the problem is that the motherboard's pretty old, like going on 3 years now, and it certainly doesn't have AGP 8X support. I googled it, though, and nobody else with a 4X motherboard was having any problems.

Any ideas or suggestions, or offers to buy it from me for roughly what I paid for it? (I'll let it go for $150 shipped, it's a brand new OEM Built By ATI 9700 Pro with 128 MB RAM)

Did you get a "Zero Display Service Error" when installing drivers? Seems to be a problem with any catalyst drivers after version 3.9 on certain system setups.

Is it properly seated? Does your PSU have enough mojo to power it?

Yes, I reseated it several times. And it's a name brand 420 W, so it damn well should.

I'm not even talking about Catalyst drivers. I never got close to Windows. The screen was a garbled mess on boot-up.
