I'm probably going to be embarrassed to all hell by the solution if it pops up, but I have to ask: why won't Quake II load ref_gl.dll when I set the video driver to Default OpenGL? After restarting, it simply crashes and reverts the config file to software mode.
I'm trying to load it on my laptop, and the video card is an ATI Mobility FIREGL T2. Strange thing is, OpenGL works fine on Half-Life, but I'm guessing Quake II is probably outdated.
I already tried the other two OpenGL options, 3Dfx and PowerVR2, but they just revert to software mode without crashing.

It beat my desktop PC in terms of performance, which would seem weird being its "mobility" status.I hate you.
Look for newer drivers from your laptop's manufacturer.
Yeah, I used both my upgraded driver and my driver before I upgraded, both didn't make much difference. Quake just kept crashing on OpenGL.First thing to try is a new driver. If it's never worked before, update, if it has, and it's important, roll back.

I found a workaround, downloaded Quake2maX and OpenGL works correctly now. Not to mention the graphics were snazzed up greatly.
