I'm planning on converting the old computer to a dedicated, Linux CounterStrike server, small web server, and a small IRCD after I buy the new one. This one is about 4-5 years old and still going strong, but I'm thinking the specs would be a bit low for this stuff:
CPU: 1 GHz Pentium III
RAM: 128MB SDRAM
HDD: 30GB capacity
So, is it good enough for 16 players, or should I just recycle the parts in the future?

my friend ran a cs server which had 10 people in it at once on a 800mhz machine with 128mb of ram and 20mb and it ran just fine. I think yours will work fine as well. Sigh, i used to play CS on a machine just like that one.

Previous experience on an old computer with Quake 2 Dedicated on it taught me that running a dedicated server is so much different from playing the game itself. And it was run in software mode too (didn't have a 3D-accelerated card at that time).

I'm not sure, but I ran 12-player non-dedicated servers before VAC came out. Everything seemed to work fine, besides the FPS lag which is more due to my PC killing itself than anything else. With the steam dedicated server you don't use that extensive of a gui so its not that bad. You machine should do well as long as you keep it to may 16 or 18 people. If not reduce the players a little at a time. Another thing to keep track of is ping. If a person's ping is too high then the sever suffers as well. One of my favorite servers was always slow until the admin kicked anyone who got more than 200 ping.
