Font Editor

I'm looking for a decent (and free) font editor for Windows. I'm more interested in editing Raster-type fonts (.FON extension) than TrueType (.TTF) but any program that does both still would be appreciated.
Any ideas? I've tried "fontforge" but it has this CYGWIN thingy that basically requires me to run a crappy GUI window with X11 and the program is slow as hell.
