I just found out about
Multi Theft Auto: Codename Blue. Damn, that looks impressive! Full integration with VC, smooth gameplay, support for almost every feature of Vice City, support for mods, and many more scripting options for modding. *drool*

What's this? Official? Third party?
Is it an engine rewrite, or an addon?

Third party. I'm guessing this version is an engine rewrite, as it's fully integrated with VC, with no external programs needed. The current version, on the other hand, is a spearate program that functions essentially llike a memory hack.
