Does anyone know how to create default starting cities in CivEdit for Conquests? I'm trying to create a custom scenario but I can't get the cities to place.

create a settler and tell it build a city it's that simple.

thats in the editor in cheats menu (there's a "create unit" option).

Edit:I looked in version of the editor and it seems the only way is add cities in game.
