Windows XP OEM Licencing for custom machines

The way I understand how OEM licencing works is that you can only get them with a new machine, a process that is usually governed by a retailer selling the OEM versions at the same time as the new PC. Now, if you're custom building a machine and if the process for acquiring an OEM licence is the same then how much of the new machine do you need to purchase before you qualify for OEM pricing?

Or is the process completely different for custom machines.

The computer stores here sells OEM licenses if you buy some hardware also.

Retailers, I think...as I recall, if I wanted to, I could purchase a copy of XP Pro OEM with something like a DVD drive or a video card from my local Microcenter.

You need to buy something with them. I've seen retailers do as little as bundle a cable with them.

OEM licensing must be purchased at the time of purchasing the required
hardware as above
Examples of components that are not considered essential are; scanners,
printers, cameras and external modems/networking devices.
