San Andreas Gang Question

I just finished Doberman in GTA: San Andreas, so I haven't heard anything about this yet...but does anybody know what C.R.A.S.H. (the name of Tenpenny's gang) stands for? My guess is Cops Rule All Santos Homies, but....

CRASH (Community Resources Against Street Hoodlums) was a special LAPD unit specializing in gang-related crimes from the 70's through the mid-90's. They were eventually replaced by CLEAR (Community Law Enforcement Area Recovery), which served pretty much the same purpose, after CRASH was discredited in the Rampart scandal (which itself is a partial mirror of Tenpenny's actions in San Andreas). Presumably, the LSPD CRASH is a similar program to the LAPD one.
