Is that 20-30Mhz slower as in clock speed?

No as in relative power, Just like a PIV 3Ghtz can be outpreformed by a 2.2Ghtz AMD

A K6-2 can be out preformed by an PII all things considered

The K6-2/300 will probably be faster than the P2/300 at integer operations but slower at floating-point.
