TOWER.
It's actually harder to try to make it to TOWER without filling the whole map with an ugly square shit building.

I got to the Tower status, but along the way, you have to deal with offices and condos becoming vacant, elevators not being used, among other things. It's really more time-consuming than challenging.

There was actually a non-Maxis follow-up to SimTower.

Got TOWER, with Chapel on the 100th floor and everything. There's a little easter egg that helps in the beginning. Just scroll far left and down as far as you can and "build" a lobby on the lowest, most far left square. It doubles your starting cash. Well if you didn't already know. Since offices pay you every week, I basically built the 60 floors worth of offices. Then I went hotels for 15. Then I went condos the west of the way. If you're patient, you can charge up the rent of all your offices before they pay rent. Then bring them down after they pay. This is feasible when you don't have too many offices. Fast food and restaurants and etc. comprise the first 5 floors of every 15 story section.

Offices generate an ungodly amount of traffic and noise, which means eventually they go into RED and you need to lower the rent and stuff. Taking in mind the limitations of the game such as only 8 cars per elevator shaft (and using more than one shaft for the same area is out of the question, because you run out of shafts).
I put 4 floors of offices, and about one elevator every 6 offices IIRC (maybe more, you can start a blank tower and try checking at which point they complain that "elevator is too far"). I leave one or two floors between each lobby and the offices so I can put security, infirmary and a few food joints, and block the elevator from these floors and use stairs/escalators instead. Actually, each lobby has two free floors up and two free floors down, neither connected to the elevator.
Every office floor gets its own elevator car, plus two for the lobby (hence only 4 floors of offices), the rest I fill with apartments or hotel rooms. When you start using express elevators, you should use one for each lobby that connects to the lower lobby ONLY (not parking spots). A separate express that goes thru every lobby and parking floor BUT NOT THE MAIN LOBBY, and one express that only goes from the parking floor to the main lobby.
Generally I reserve two basement floors for shops and food courts, connected to the main lobby only by escalators, no elevators. I add about 4 basements for parking spots, and reserve room at the bottm for waste disposal and Metro station.
This way, I leave all the rental prices at the maximum and they're all green/blue/whatever is the happy color, can't remember. Only a few rooms end up being yellow.

I always got really high (I think 3 stars and 50 stories or more), then everything started going red so fast I couldn't keep up, I got cockroach infestations, bombs, etc, etc...was impossible to keep up.
Then again, I haven't played in literally YEARS.
