A motherboard burned out its CPU; is it safe to buy?

Well I just found thisitem on eBay. The seller said it burned out the CPU somehow, but when he checked with overclockers.co.uk they said it's working fine.
Anyway, since it's only priced at GBP 1....
So how much is the risk I'm buying a non-functional Mobo? How does a Mobo burn the CPU, by the way? Is that a sign of Mobo malfunction, or just a wrong settings all the way? And would the Mobo also be damaged after the CPU burns? I'm pretty much a newbie in hardware stuff.
