Pirates! has some sailing in it, but I guess that it is not what you are looking for.

Age of sail I+II. RTS with command pause goodness.
They're pretty realistic too. Cannot go into specifics, as I really don't know that much about sail ship battles.

Imperial Glory has a sea battles component, not sure how good it is though...

First of all, I am not speaking from personal experience here; there are a lot of games I want, but don't have the cash or time to play. Still, if you want to know about titles:
There is a new game called Salvo! by Shrapnel Games coming out in June. It has a good speil, and it does seem to be well designed, but the 3D graphics are, meh. The technical engine seems tuned by computer-savvy model shipbuilders looking for a more realistic exprience; its like they have good ideas and extensive technical knowledge on wooden ships, but can't do the game FX.
Tortuga: Pirates of the New World by Ascaron has much more realistic looking water, for example, and it came out in 2003. It looks legit, and Strategy Informer rates it well. Ascaron also did Port Royale 2, which is a more trade oreinted game.
Captain Blood promises to be released in spring 2006, it looks to be like an action game more than a naval sim, so the ship tech may not be contemporal. The graphics also beat out Salvo!.
Like I said, though, I can't speak from more personal experience; I'm way behind my 'games to do' list, and these games are on the list.

I remember a game named "Corsairs" but I can't remember any other details about it.

Maybe you can find Wooden Ships & Iron Men somewhere still.

Tortuga (if it's what I'm thinking of) is just Pirates, under another name. It disapppointed me.
Age of Sail sounds cool, I think I'll look into it.

Did they make a computerized version of that? I have the wargame, and it is quite good, although slow (since I play full rules, with secret logging).

According to HOTU it was released in 1996.
Otherwise You might want to look into the
Java Version. Haven't tried it though, so I can't say how it plays.

That looks very confusing... at the least...
