Windows apps on Windows CE?

I am thinking of buying an old laptop, or a used Pocket PC with a serial port, but I am wondering, can you run small windows32 apps on windowsCE or do programs for it have to be recompiled? All I really want to run is some software that'll recieve data from my cars ECM through an ALDL port.

32 bit Windows apps that you'd find on your typical desktop or laptop are compiled as x86 binaries. There are no Windows CE devices that run x86 chips. If you already have diagnostic software for Windows 9x/NT then you might be better served by picking up an old laptop. If you don't, then there are vendors out there who sell software for WinCE or Palm that will allow PDAs to read ECM codes from automobiles.
