Legal? Probebly not, but its real. Its mostly the same layout as another picture from there which came from a trusted source(CLICK ON THE SOURCE).

Specs? I asked one of the programmers here about the dev kit...
Paraphasing: We know the basics, Microsoft is keeping final clockspeeds and exact specs to themselves.
Themselves probebly includes Bungie and other AAA developers.

The cooling doesn't seem very heavy duty, those HSF's look to be aluminum only without any sort of heatpipe. I don't know the speed of those fans (they look to be 80mm's), but I'd guess we're dealing with a pretty cool running box compared to new high end PC GPU/CPU's.

What's with the lights? Any reason a motherboard would have LEDs like that on it?

It's a prototype dev board so they probably won't be in the final hardware. The current ones are probably there for the same reason some PC motherboards have them, as a way of confirming that all the hardware is functioning properly without having to connect the unit to a monitor/TV.
