Apparently some spyware on my computer (that I've since purged) deactivated the ctrl-alt-delete activation to bring up the task manager. This is something new to me, so how do I reactivate that?

Weird. Maybe a registry cleaner like Registry Mechanic might fix that?
Otherwise I'd try Microsoft's knowledge base...

Is it a policy setting?

Alright, Registry Mechanic is crap, so that doesn't work. Dalton, how could I find out if it is?

Do you get any error messages when you try Ctrl-Alt-Del?
Also, see if HijackThis turns up anything.

Boot into safe mode and use Spybot to kill suspicious startup items.

Assuming you use XP, do the following ...
Log in as Administrator.
Start, Run, type gpedit.msc and click OK.
User Configuration -> Administrative Templates -> System -> Ctrl+Alt+Delete Options -> Remove Task Manager
Double-click the Remove Task Manager option.
Set the policy to Not Configured.
