Why is getting bluetooth to work a slut?

I've got an old shit bluetooth dongle (belkin f8t001, don't google it, that's not the one I've got) and none of the bluetooth packages I've got work properly. None of the belkin drivers (none of which match the appearance of my dongle, but they work-ish) work properly, and they all develop different problems.

Basically, they 'dark blue' bluetooth trayicon (the one connected to 'bluetooth places' and shit) doesn't work. It doesn't recognise my dongle is plugged in, won't connect to anything, won't let me send -> bluetooth to anything. A smaller lighter-blue icon works fine, lets me connect, handshake, send files and shit.

However, all my bluetooth devices (phones, mainly) have software that doesn't believe my dongle is there, or that it's connected to the phones. I've tried several bluetooth implementations, and they all develop variations on this theme. Am I installing it wrong, using the wrong packages, or should I just use the seamless Mac bluetooth?
