You could use GIMP with the addon module that supports making gif images. Ask in the Artwork, music and photos forum, this topic is more suited to that place. You can probably wait for a mod to move this thread there.

I'm using something called animator 9. The stitch command lets you make animated gifs.

UNFREEZ. It's excellent, free, and very, very easy to use.
"The rest of the poem plays upon that pun. On the contrary, says Catullus, although my verses are soft (molliculi ac parum pudici in line 8, reversing the play on words), they can arouse even limp old men. Should Furius and Aurelius have any remaining doubts about Catullus' virility, he offers to fuck them anally and orally to prove otherwise." - Catullus 16, Wikipedia

Maybe, but the Paint Shop Pro GIF animator is far easier to use. No retarded use of layers and voodoo magic to string images together.
"Right now we can tell you a report was filed by the family of a 12 year old boy yesterday afternoon alleging Mr. Michael Jackson of criminal activity. A search warrant has been filed and that search is currently taking place. Mr. Jackson has not been charged with any crime. We cannot specifically address the content of the police report as it is confidential information at the present time, however, we can confirm that Mr. Jackson forced the boy to listen to the Howard Stern show and watch the movie Private Parts over and over again."

Image Ready isn't hard to use at all, unless you're some kind of retard...
