I need to teach my computer to speak Japanese

I'm running Windows XP Home Edition. However, my computer doesn't seem to be able to read Japanese characters (it brings them up as question marks). When I go to the Microsoft website, I can seem to find a pack for language support that I can download and install.

I was wondering if I could get some help or hints on the matter, since I'm pretty ignorant about what I have to do to make my computer not scratch its head in the face of hirigana and katakana, let alone kanji.

I think what you want to do is go to Control Panel -> Regional and Language Options -> 'Languages' tab -> check 'Install files for East Asian languages'

I think that should do it.

Obviously, I need a computer that speaks Japanese in a cute school girl voice so I can play hideously cruel and perverted pranks on lonely college nerds, but mostly I just want it to be able to read the characters right. :)
