Photoshop Elements and Transparency

I'm trying to cut the background out of an image for use in Adobe Photoshop Elements, but it doesn't seem to want to do this, it always saves as white whenver I try to do anything with it. So, does anyone know the solution to this or another common (i.e. not insanely expensive) program that can fix this?

First question: what format are you saving the pic as?

I'm using JPG. I have the option of GIF and PNG as well.

JPEG doesn't support transparency: GIF and PNG do, though.

And you'll want to use 32-bit PNGs, because GIF transparency sucks.

Another thing, I don't think you can use layer masking in Elements.

Yeah, I figured that out. I'm just making a 50*50 button, so I don't think quality will be a probably. Thanks for the help anyways.
