DVD-ROM problem

I have a BTC BDV 316e DVD-ROM installed in my computer (it came with it). It's less than 18 months old, but suddenly it has stopped reading any discs, audio-CDs, CD-ROMs and DVDs. Whenever a disc is inserted, it starts to spin up and the busy light flashes, but then it starts to spin up, down, up, down and continues to do so forever. The drive is still recognized by Windows and Windows reports that it's working properly. What could be the problem?

Try and boot from a CD in it.
If it won't, it's fucked. If it will, there's a process locking the drive.
