Looking for an old Nintendo Game

I'v been trying to get alot of the old games from my childhood days that I did not have the ability to purchase. Most of these I have been able to purchase or acquire since I remembered the names or they were fairly popular. But one game has completely aluded my grasps because I can't rememeber the name at all but only the game. So I am hoping one of you guys will be able to point me in the right direction.

The game is for the NES.

Its a top down game.

Police theme.

The gameplay consists of driving around city streets in a police car pulling over speeders(green cars...I believe) and pulling over criminals which were red.

To get an arrest or ticket you had to hit the other cars and stop them.

Between missions you had to buy bullets and other accessories for your car.

After the first few missions to advance you had to stop special wanted criminals before the time ran out.

Yeah so I know this is a long shot but if any of you know the name of the game post a reply.

To maintain use of this thread, I also have been trying to identify a NES game that I can't remember the name to.

It was a horror game where you were some dorky kid who had a crush on the school hottie, and she went into the school after hours and never came out. The entire football team goes in after her, but they too do not return, so then the main character goes in to save the girl.

I think what you're looking for may be Vice: Project Doom. screenshot

Nope not that. It was a cityscape you drove around on not a direct track.
