Looking for a PCI TV tuner card

Any recommendations?

I've tentatively decided on the ATI TV Wonder Elite, but I'm open to other suggestions.

That should suit your needs perfectly. I've had one for two years now, and it works great! Drivers are rock solid and work just fine out of the box.

Those old BT-based cards (like Vertigo mentioned) also work nicely with DScaler. You can also get nicer cards that do MPEG2 compression and whatnot.
