A friend of mine said (after I showed him this thread) that he didn't notice anything amiss during Tarkin's speech in the 2.0 version. He speculates it might just be in the 5.1 version.
As to the matte boxes, I noticed them in the originals (when the Trilogy was shown on tv), and I noticed them sometimes on my SE vhs tapes.
I don't have the DVDs yet, but I'll check and I'm sure I'll see them there too.
I read (when the SE's came out) that Lucas had fixed at least some of the matte boxes (but obviously not all of them). When he released the new DVD's he could have gone the extra mile and fixed the remaining ones, couldn't he have?
The thing is, these are movies that fans like us watch a lot, so we notice these things. And when Lucas comes in and starts fixing things, we are already naturally looking for the fixes, and so we pay attention and notice other stuff that he didn't fix. It's really not that hard to imagine.
Gaffes like that don't ruin the enjoyment of the film. I mean, we put up with the matte boxes for 20 years! It's just that as long as he's saying how great this is and fixing other gaffes, why not fix these? Instead he wants to photoshop Hayden in and redub Boba Fett, ie: stuff that didn't need to be changed because they weren't gaffes.
The brightness thing will only work if there aren't any "Flashes" going on, as I said before. That's when you really notice the boxes, because the brightness abruptly changes.
DVD audio glitches not glitches at all
